What is that red and blue sugar dots in the spinning globes of Suagr about page?

Those are known Sugar installations throughout the world.

I wonder how this data is collected

Very simple ... goto admin>sugar updates ... see the send anonymous statistics ... if it's checked ... sugar knows about you (anonymously)

How often this usage data collection is performed? i want to disable this feature if it is causing any performance isssue

Don't know how often ... it's unlikely to cause performance issues ... but just to make sure, we routinely uncheck it.
