The reason workflow was limited to admin was to avoid providing such a powerful tool to a common user. Workflow , if not defined correctly could wreck havoc with your data.

It might be worth a clarification.
As Manoj points out, Workflow administration (creating, managing, deleting) can only be performed by a Sugar admin.
Workflow rules are executed by any Sugar user by virtue of the system activities they perform, like saving an Account record.
Also, note that Workflow is available in Sugar Professional and Enterprise versions.

Thanks for clarifying. Probably I should've posted this topic in the Pro forums, but (taking the good side of it) I hope that OS users will become more interested in the non-free versions that have this nice feature
I am a very beginner concerning this feature so you'll understand (I hope) why I say that setting up a workflow looks like anything but a trivial task, but I'm confident that things will improve up to that point when a power user (and not necessarily a "guru" admin user) will be able to create and schedule workflows by him/herself.
