4.5 Upgrade Issue. How to enable mbstring in php?

Upon trying to upgrade to 4.5 today I received the mbstring error. "SugarCRM will not be able to process multi-byte characters."
After doing some searching it looked like all I needed to do was uncomment the mbsring dll in the php.ini file.
Did this and was unable to connect to sugar. Went back and commented this line back out and am still unable to connect to sugar.
Box is a win2k full patched with the latest version of spike, upgraded to the 4.21b.
Do I need to upgrade php to 5.1? If so how.

Hi, translux:

Did you restart your apache server after you change the settings in php.ini?

and could you find php_mbstring.dll in your php/ext (or maybe php/extensions) directory?

What does your apache error log says? (locate at apache/log/error.log)?

I think PHP4.4.x is supported by SugarCRM, so it is not must to upgrade to PHP5.1.x.

Yes I restarted apache and even tried restrating the box with no luck.
With mbstring.dll uncomented sugar will not run on my config.
Does php need to recompiled after the change?

Only 4.4.1 - 4.4.2 is supported as I am finding out to my cost. Check out the downloads section for a compatibility matrix in the installation or release notes pdf (cant remember which)
