Question "Create" button from custom module basic search - how?

With v 6.1 CE, I have created 2 new modules - "Units" and "Residents" for a condominium application - (Accounts are condominiums). Condos(Accounts) have Units, and Units have Residents so.....

While creating a new Resident, I need to be able to select the Account and to Select or Create the Unit.

From the EditView of Residents (custom module):

I can Search AND can Create Accounts,
I can Search, but CANNOT CREATE Units (custom module)

I cannot determine if this is an issue with:
    1. Roles/Permissions,
    2. Relationships,
    3. Studio/Builder,
    4. CE Limitation

Am new to Sugar, quickly falling in love with it, but fear the marriage is on the rocks while I fight with this!

(Reposted this to HELP instead of "DEVELOPER HELP" - seemed more appropriate as I learn more - sorry)
