It is possible to do that, but it is a bit involved because address fields are treated differently than are other default fields.
In a nutshell, you would have to create a new custom field type to override the default behavior of the default State field and then use a vardefs.ext.php file to apply the drop down to it.

If you want to tackle this, here is a thread where the country field was converted to a dropdown and a new address template for that dropdown created. You would follow the same basic steps for the state field.
