Adding a note, task, et cetera to change Modified date

Is there any way to have the modified date update in a case when you add a note or task or anything else to the case? It only seems to change if you edit the case and then save it.

Maybe I am going about it the wrong way so here is what we are trying to accomplish.

We have multiple trouble ticket / cases open for various networking or other problems. We want to be able to sort by the issue / case that has not had any "attention" recently. Kind of like a que system that brings up an issue / case to the front if it has not had work for the longest period of time.

Currently whenever we do something regarding the issue / case we add a note of what we did, and then manually click edit / save on the main case to change the modified date.

This sounds like a fairly easy code modification. Although I wouldn't touch the original 'modified at' field. Create a new one - like 'last action' and fill this one whenever a related entry is changed.
Since I am not a programmer I do not know how to do this in php but I know (at least for MSSQL) that this would be a very simple database trigger.
With Pro you might be able to set up a workflow but I need to check this first. In CE there is no out of the box solution.
