I think Sugar does not send a campaign email twice to the same user or email. We noticed this behavior when we were testing the functionality (finding bugs). Recipients didn't show up twice or more after we have "Send Emails" multiple times - only new ones.
Therefore you could just update your target list and send the campaign emails again. BUT please test it on your installation, I don't want to be responsible if your clients receive an email multiple times.
