After time elapses :: Time Based Workflow not Triggering

I AM user SugarCRM 6.0 RC 2 Professional Edition:. I have created a simple workflow every after 04 hours. The login is as simple as follows :

Example :
---------------
Condition ---> When Status: Equals 'Alert !!' for at least 4 hours

Alerts --> Alerts Recipients Send test katalist followup using a Custom Template: Alerts ! A new leads requires your attention.

Actions Update fields in the target module OR Create a new Emails


Corn is Setup properly as follows :

Nothing is Triggering. !! The After time elapses process is SIMPLY not working. i need help ?? HELP ! HELP !!

We have put substantial effort into fixing this issue and now have a fix.

If you need a fix, please contact me - john@providentcrm.com - the fix is SugarCRM version Specific, so I would need to prepare a package for you.
