"All Records" not working

I'm trying to create a Target List from all the Contacts in our system. To do so I go to the Contacts screen, search for all records, and click on the down arrow next to "Select" which drops down a menu with the entries This Page (100), All Records, and None. After choosing All Records I see the message "Selected xxxx" (where xxxx is the 1000s of records I want). I think click on Add to Target List and choose a Target List from the popup. At this point I'm expecting all the records, many 1000s, to be added to the Target List - instead, only the first 100 get added (as though I had selected the This Page entry).

Any help would be appreciated.
