asmase need help again woth modulinstaller

Hi there ,
Have a problem that always comes back , now i try to get module builder installed to test it , but the error i get does not change try permissions from 777 and changed it to 666 likethe others but nothin helps the eror message is :

same problem with module buider same line error in file 1071 modulainstaller.php
