Assigned to Users

Running Sugar 5.2.0

The "Assigned to" drop down in both Leads and Contacts does not show all my company users.

Specifically - one user is missing. But when I compare everything in the Admin/users for her vs. a user who does appear in the "Assign to" list -- I can't see the missing element.

What makes a user name appear in this Assigned to list?

Make sure this user is not inactive.
