assigned_user_id not showing up in web interface

I'm using apatar to update sugar via soap.

The record seems to come over ok, when I look in mysql, I can see the record

assigned_user_id
53bce4f1dfa0fe8e7ca126f91b35d3a6

Here's the user_id from the users table

user_hash
53bce4f1dfa0fe8e7ca126f91b35d3a6

But when i look at the accounts in sugar, user is blank, only a dash.

Not sure what I'm doing wrong.

Using CE 6.0.1
