How can I populate a field with the content of another field if first one is null?

I want to do the same relationship that "phone_office < phone_work" with phone_fax.

Are you trying to do this client side or server side?
Are you trying to do it on the edit page or the detail page?

I'm trying to do it in the client side when the user access to the edit account page, in the same way as phone_office or adderess is taken.
