Bad Installation?? Nothing Looks Right?

Why does my site look like it does? The initial installation process reading kept mentioning everything was ok. I uploaded & CHMOD everything properly. I've refreshed my browser pages, cleaned the CACHE & even rebooted the cpu to no success. Please, help. Thanks
