blank install.php

Brand new install using the following:

PHP 5.2.3
MySQL community 5.0
IIS 5.0
Sugar Pro 4.5

Index.php redirects to install.php just fine but the page is blank. I made a test.php file to check that php was running - it is. Already changed session variables in php.ini... a little confused. Here's the output from the event viewer.

The description for Event ID ( 2 ) in Source ( PHP-5.2.3 ) cannot be found. The local computer may not have the necessary registry information or message DLL files to display messages from a remote computer. The following information is part of the event: php[2880], PHP Fatal error: require_once() [<a href='function.require'>function.require</a>]: Failed opening required 'include/utils/external_cache.php' (include_path='.;C:\php5\pear') in C:\RAID5\SugarIIS\include\utils.php on line 37.



Any help would be greatly appreciated

hi ameriair,
i don't quite understand,
are you started new installation process,
i mean do you want to install fresh sugar from a sugar instance that already running ,
if so , start like this server\sugar\install.php ,but you will get information that you need to change your sugar\configh.php to edit this line 'installer_locked' => true to false,
now the install can start,
if i am wrong send new post ,i will try to help

As in my post I got same problem from a new install .
All permission was ok but .... I am quite confused
