Blank page on the detail view of threads in forum module

I was getting a blank page* on the detail view of threads (forum module), after I've changed the PHP vars:

[Edit] the page isn't totally blank, theres no info about the thread - blank spot

display_errors to On
error_reporting to E_ALL

and now I'm getting this error:

Fatal error: Call to undefined function: iconv() in D:\CRM\sugarcrm-4.5.1e\htdocs\sugarcrm\modules\Threads\DetailView. php on line 90


I have a basic understanding of php and html but I don't konw anything about SugarCRM =:/

Windows XP SP2 2002 edition + all updates
