BUG::Default values for date and time don't apply to newly created users

Since I can't find a bug tracker for the SugarOS project, I'm posting this bug here. The default values for date and time, etc, are not being applied to newly created users unless specifically selected for each and every user. Is this just for the rest of the system display?

System Setup:

Win2k3
Sugar 4.5.1e
IIS 6
PHP 5.2.3
MySQL 5.0.27-community
