Bug!!! Imported leads and it created users

I don't know what is going on but yesterday I imported some leads to test and when I logged in to add a user I noticed 10 to 12 new users "non active" in our user list. Upon closer inspection I noticed that they were from our leads list imported in yesterday. Their profiles are incomplete, containing just an email address. I am the only one that has rights to create users as we are testing the system. What gives?

Did you map a column to users in your import file? It probably couldn't find those users so it created them and associated the user to the lead. That's my best guess.
