Bug tracker email notifications

Hello,
I've followed some of the great guides on this forum and successfully added the ability for any changes to bug tracker cases to raise an email back to the $created_by user using custom logic hooks.

My problem is that the because i'm re-using the send_assignment_notification function, I would like to change the format of the email to omit the 'x has assigned a bug to y' line at the top and change the fields quoted, if possible.
Can you suggest how this could be done, as I can't find any email templates, or where these fields are being set.
If not, is there an alternative function I can call to send a custom email to the $created_by user?

You can find e-mail notifications tempaltes in:
{SUGAR_DIR}/include/language/en_us.notify_template.html
