I am new in sugarcrm
I want to know, if is possible send a campaing for 18000 emails?
How is the best way to do this??

It is pretty possible.

Actually we already sent campaigns to around 50,000 prospects.
You need to:
Import all targets (obviously) ;
Configure the cron at your operating system to trigger sugarcrm cron.php periodically, I suggest every minute;
Go to Admin -> Schedulers -> "Run Nightly Mass Email Campaigns" to setup the frequency of such Schedule Job, I suggest every 5 minutes;
Go to Admin -> "Campaign Email Settings", 500 is enough;
Go to Admin -> "Email Settings" and configure the email settings;
Go to Admin -> "Inbound Email Setup" and create a new "Mail Account" with "Possible Action" = "Bounce Handling"
Create the Campaign, type = email;
Create Prospect list and add the Prospects into that;
Create the Email Marketing under Campaign, create Email Template, select Mail Account;
Send Campaign

how you solve max_execution_time problem?
30 seconds, it is not enough time to send 1000 emails.
How time you use to send 50000 emails??

You put all 50000 emails in one target list??

You can not send 50,000 emails at once.
You need to send packages of around 500, as default configuration at Admin -> "Campaign Email Settings".
Additionally you need to install your SugarCRM on a robust PC, like dual core, 4GB RAM (or more).
if your machine is not fast enough the time to send 1000 at once may overflow max execution time.
