Can not assign users to roles, users subpanel in roles missing

Hi
I am having a problem, which I can’t solve.
I cannot assign users to roles because users subpanel in roles is missing. ( see screenshot attached)
Any help on solving this would be appreciated I am running SugarCE 6.4.0 RC2

thanks for the reply I did had a look at before and in that case there is a subpanel it just not showing users, in my case i don't even have the subpanel and I don't see those errors in my log as well.
