No, the Outlook sync capabilities are performed via a plug in that lives within Outlook itself. You wouldn't be able to use it outside of Outlook.

If you mean the Outlook Sync Flag - yes that can be used in any program you want. The POP Program I do not knowe so I can not comment on.
