Cannot Access Files Uploaded into Sugar

I am unable to access files once I upload them into Sugar. I can manually access the files location on the server and change the permission, however, after I view the file one time, access is again denied. I am using the OpenSource Sugar. Any thoughts about this would be greatly appreciated as this has quickly become a huge road block.

what OS are you using?

I'm running my Sugar on a Linux platform....

What are the permissions you are setting?
What is the owner and group of the files?

in looking at the files on the server it appears the permissions are set to 555, however even when trying to change the permissions to 777 the files are still not accessible.

After look closer at this issue it appear thst sugar is posting new document wit permissions of 600 (-rw-------). However, even when changing to 775 (-rwxrwxr-x) or 755 (-rwxr-x-r-x) the files are still not accessable. When trying to dowload the file for viewing you recieve a:
FORBIDDEN: you do not have permission to acess /cache/upload/<document_name> on this server
