Cannot install sugar 4.5.1a

hey
sugar 4.5.0h is being my organization since dec 2006,
it's working fine. I have CRM for 4 processes and all r in 4.5.0h

but when i am trying to install a fresh copy of sugar 4.5.1a, in the license agreement page after putting the check mark in "I Accept" check box Ithe next button is not active.(grayed-out).
