Cannot set a user's password despite being admin

Using sugar version 6.1.

I need to set a new user's password, so I go to admin > user management > that user.

The online help docs say there should be a "change password" button next to "Duplicate" at the top, but there is none. I've loitered around in /sugar/modules/Users/DetailView.php, but deciphering it this would take longer than simply asking what's going on here.

You need to disable the option to use system generated passwords first. You'll find that option under Admin > Password Management.

Once you do that, you'll be able to change a user's password while editing that user's record.
