Cannot view admin page for Portal

When logged in as an admin user, I cannot seem to view the settings page for the "portal".

For example, I go to the admin section, then down at the bottom under "Studio" I select:

Portal Add tabs which can display any web site


I am then greeted with the error message: Warning: You do not have permission to access this module.

Can anyone shed any light on what I may be doing wrong? I'm a little confused as to how to organise the portals. It is my intention to have the first panel any user views to be an intranet page of internal announcements and news.

Goto Admin, Configure Tabs, drag Portals to be veiwable

If I can't even view "Portal" in the list at Admin > Config Tabs there must be another reason for the access error. I assumed it was a file privileges error. So far, I've not found the file(s) associated with Portals. Please give me a hint Thanks.
