Can't Schedulers to run pls tracker and Opt Out not working

I have set up the batch file in Task Manager to run at start up. .bat file has this line in it;

"cd E:\Programs\sugarcrm-5.5.2\htdocs\sugarcrm\ php.exe -f cron.php"

I have schedule set to run every 5 monutes now but still no luck.

Also, when manually send the mails from the queue. I do not see any reference to 'tracker URL' or 'Opt Out'

Running 5.5.2 with MySQL and Apache on Vista.

Looked into it a little further and now after verifying locations of files, the batch file contents are;

Running 5.5.2 Community edition on Vista but still no luck.
