I assume that 'IP' was suppose to be ISP..
I'd stear ya clear of just going with an older Sugar version and this same/current server[or hosting provider] setup in which you've got going on..
You've got essentially two options, which are 'solutions' and your choice depends upon whether other people will be using the Sugar deployment besides yourself..
Option 1) Install it on your own local machine(s).. Since most people run Windows as their primary/personal OS...
You can instal it on your windows using an all in one (php, mysql, sugarcrm, apache webserver) installation package which is downloadable from sugarcrm.com
Option 2) Of which is the actual solution for your situation and my personal reccomendation to you.
This option is to obtain webhosting service(s) from a webhost provider..
This will run ya $5-$20 a month depending on the webhost provider, and various options/services you may want ot need..
With this option, an $10 a month expense is a reasonable guestimate, and is preferred, EVEN IF you will be the only crm user..
With it being hosted, you can access it from ANYWHERE and from ANY computer.. You office/work computers, your home computer(s), the computer at a friends or family members home.. From a cyber cafe (Kinkos, etc.)..
Personal machines are far more problem prone..
Hardware and software failure,
* viruses,
* this, that or the other [part of Windows] getting corrupted,
* Your Notebook getting stolen,
* your home or office computer [with Sugar & all your data] being stolen in a burglary,
* AND I COULD GO ON ALL DAY....
Let me tell ya, Sugar on Windows systems, absolutely SUCKS performance wise...
Though I highly advise against Windows & Sugar, my Windows & Sugar experience is truthfully very limited...
Limited to just once and one machine, my Notebook.. I had installed the Sugar all in one package with ease and without problem and have used the server locally for some r&d a few times when away from home or office n't great, And that's on my new (was new, 3 months ago).. Anyways, even with a gig of ram, I'm lucky if I can surf the damn net let alone have 12 browser tabs open, my PHP IDE, and a few other apps which are only minor resource drains, but should I try to use Sugar locally as well... Right...
Alright, back to giving you your awnser:
Go WEBHOST shopping! I'd advise you go with a fairly LARGE provider (I personally use and highly reccomend mydomains.com; however, I've never tried running Sugar under anything other than our own servers, thus be sure to verify PHP & MySQL availability and that they're adequate for Sugar 4.5.x...
But if ya insist on giong back to an old version of Sugar in order, down the road, DON'T even think about in the future, posting something along the lines of "help me, I want to run Sugar 4.5+ and have all these newer features that 4.2 doesn't have, etc."

As for my query, however it was chunky and did not convey the problem...
I'm on a web hosting provider and I was trying to install 4.5 when I got a message that mySQL version is too old for Sugar to run, hence the thought of downgrading the installation.
Is it possible for me install mySQL without having the hosting provider intervention?

I won't debate the fact that you have MANY routes/options available for your
sugar deployment: Hosted w/a webhost, your own server, your personal windows
machine, etc.
But from my experience and wisdom, an adequate webhost which Sugar is hosted on
the net is by far the BEST solution for MOST.
It is also the cheapest when taking both TIME & MONEY into calculation.

And it should also be common sense that with such provider, you're likely to
experience this 'theme' of issues in the future.. PHP version inadequate for
some app in which you want to run, Apache version inadequate, etc..
It is going to BITE you in the a$$ time after time, down the road.
Anyone whom thinks that Downgrading in versions is a 'fix', is sorely mistaken.
Such hack 'fixes' are nothing more than masking or hiding the problem, opposed
to fixing it..
Lemme ask ya, if have a gunshot wound or broken leg, which would you choose of
the following:
a) to have a doctor give you Pills (morphine) of which make the problem go AWAY. No more pain is felt.
Thus the broken leg or gunshot wound is 'fixed'
or
b) To have a doctor TREAT (as in set) your broken leg or remove the bullet,
clean wound, and stitch the wound shut in regards to the gunshot wound [and
whatever other procedures as part of such treatment]
Peoples insanity (so much of it lately) gets old.
There WILL be a time when you'll probably want to run a newer version, and then
what?!?!
What about others apps, or even Sugar addons maybe, etc. in which you might
want to use/run?? What if those are dependant upon industry standard current
versions of a server/daemon?
You read my reply, which is good; however, you didn't listen [to it].
At this point, your actual 'problem' isn't computer or software related.
