CGI Timeout at installation

Hello,
I got CGI timeout everytime I install Sugar. I have tried to increase CGI timeout (I use IIS) to 99999. No luck.
I tried to set 0. It seems that it keeps defaulted to 300 (5 min). What have I done wrong in installation ?
However when I re-open my browser, I can login to Sugar. In the screen, it requires me to do some repairs.
After that, the Sugar is ok.

I figured out myself. I change my php.ini, increase upload_max_filesize to 20M

It works. :-)
