Complete account list in Referred by popup

We have loaded the TeamsOS module..
When a user logs in and clicks on Accounts module, he is able to view the account list which is related to his team..
The similar behaviour is observed in Leads("referred by" popup).
We have a requirement such that the user must get a complete list of accounts in the referred by popup(irrespective of the team he belongs to).
How can this be achieved?

I'm interested in how would go about this too.

i'd like to hide the full account lists from users, but still allow people to get them in the relate to fields.
