Default config.php not being updated when I click save.

I was having this problem when using 4.5 and I'm still having it using 4.5.1.

When I click save in the "system settings" or in the "System Locale Settings" It looks like it saved my changes.. cause they are changed on the screen. but if I goto another page and then come back, those settings are back to the default. I also notice that none of my settings are saved into my config.php.

I've tried changing all permissions and ownership on the config.php file but with no luck. even 777 rights with user/group apache didin't work.

I also disabled selinux thinking that might have caused a problem. but no dice.

Any ideas? Any one else having this problem?
