Create Button in widgets unavailable

Hello,

I have enabled thee Create button under widgets as follows:

 'top_buttons' => array(
        array('widget_class' => 'SubPanelTopCreateButton'),
        array('widget_class' => 'SubPanelTopSelectButton', 'popup_module' => 'Mymodules'),
    ), 
  

The buttun is not showing..


Any hints?

What else should we write to enable the create button?
