Create a target in a target list for a Newsletter

Hi guys, I would like to know if there's a php code to place for example on a website where users can add their email address and automatically that email is added to a target list campaign.

Maybe I should explain better my needs. I would like to have a php code for creating a target in a specific target list. So from our website you put your email on a form and in sugar a target in a specific target list is created. Is this possible?

has anybody some solution for that kind of need. I am looking for that , too. Or is there a way to specify the "Target List" to a special defined "Newsletter Group"...
