*CSV file dosen't show the Arabic Text !

Webserver type and version : Apache 2.2.6
PHP version : 5.2.5
MySQL server version : 5.045

I've written my data in arabic text, and when I imported them with charset = UTF-8, the result was strange text, I also tried the Iso-8859-6 (Arabic) the same thing occured, while in SUGARCRM the text appeared correctly !!! it's only when I open the csv file that was imported, the Arabic text shows in strange text !!
