CSV import, please help

Well I've installed SugarCRM Installbuilder for Windows versión 4.5.0h in my Windows 2003 sserver, everiting works fine thats great, but I have a little problem. I have to import almos 1500 accounts registers and using te IMPORT utility for sugar I try to load this registers but the system throw me this error:

"File was not successfully uploaded. Check the file permissions in your Sugar installation cache directory. cache/import/IMPORT_1"

Can be this a permisions problem?, well this is what the error phrase told me, but I'v tried everything about this.

I have the same problem with the import.
I have about 8000 accounts that I want to import and the import does not end !!!
Is see then that there are only 1378 contacts imported. Why ???

Second question is also : if i import the accounts and then the person of their accounts, how does SugarCrm the link by the import of the contacts between the company of the contacts and their respective accounts.
