I'd like to be able to create custom code for my panel labels, so I can put a little help icon next tot he panel - which will pop up an instructions window.
Is this possible, and where do I add the code if so?

Does this work for panels as well as fields? I'll give it a shot now but I'm not quite sure where to put it to change the panel name.

You just need to create an entry into extended language file "custom/Extension/modules/<ModuleName>/Ext/Language/<LanguageName>.lang.ext.php" whose key is the panel name (Uppercase) and the value is the panel label.
Go to Admin -> Repair -> Rebuild Extension.

Whoops it seems I read to quickly. I believe customLabel is only available to SugarFields and not panels. Andopes has the right answer. You can add HTML for your icon to the language file.
