custom module, add subpanel instructions

Ok, I thought this would be a GUI only operation (I'm coming from a salesforce background) but it's not.

I'm new at the company and we're using an old 5.1.0b version. Can't upgrade right now, but need to add a quick Circuit (telcom) inventory database. It's rather simple, but has a bunch of one to many relations.

So far I've built the package, and modules, I'm just trying to get subpanels going. In salesforce this would be related lists...

Here's the basic idea. We start with sites, they have racks, they have devices, they have cards, cards have ports...

I got all the modules built, and sites showing up in the tabs, and I can create the sites, but it's not giving me the subpanel to create the racks... I've gone through a number of forum posts and documentation but everything I've found is either for a newer version or for some OTHER problem they have, not the same as mine.

Any hints on where to do this?

Which relationships did you create?
Can you kindly clarify them all?
