Custom module's tab not working

Hi
i've created a new custom module and put the check box navigation tab as checked.

but the module is not available on config tabs and not on tabs also,
is there any ideas?

Go to admin ->Configure Tabs
You will see “your new module name” in hide tab list site. Drake the module name and place the display tab site.
Checked the “Allow users to configure tabs” option button
Then click the save button.

it wasn't there also what i've done this by a non upgrade safe:

i've added this to /custom/include/language/pt_br.lang.php

$app_list_strings['moduleList']['DB_Mercado']='Mercado';
