Dashlets: How to customize default setup for new users?

We're running a deployment of SugarCRM where only some of the modules are in use (i.e. turned on). When we create a new user, we want the dashlets shown on that user's home page to automatically correspond to a default predefined by us rather than the full set (which includes modules not in use).

How can we change the system-wide default for dashlet setup, so that all newly created users get that default?

It seems one answer to my own question is to modify /modules/Home/index.php, where $defaultDashlets is set (around line 46). As far as I can tell, that default will be used only the first time a new user logs on. After that, the user is assigned a user specific setup. That setup will be based on the default, but with any changes performed by the user.

Anyone else with a different answer, please post.
