data from 1 field updates another field

In the opportunity module, when you enter in a value in "Sales Stage" it puts a 10 in "Probability"......I want to be able create a field called "Fee Charged" and based on that figure I would like to populate a field called "Commission" with either a static value based on the "Fee Charged" or a percentage.
