I would like to maintain several instances of Sugar CE. I hope to use a common code base and several databases.

I have read about Data Center Edition (DCE) but cannot find it.

I would appreciate information on how to download it.

To the best of my knowledge you cannot download DCE. It has to be purchased and is mostly aimed at larger companies hosting multiple instances or companies that resell hosted SugarCRM packages.
