Delete role does not work

I have set the Delete access to 'None' in the roles for Cases. But for one reason or another, users are still able to delete cases that has been created. I've checked and double checked that the users are in the correct role, but they still get the delete option and deleting cases.

Also, once I delete a case, is there anyway to retrieve them again

Appreciate any help on this.

Make sure that:
You had added these users into this role;
You had clicked on Repair Roles on Admin -> Repair;
These users has no admin privileges.
