Deleting users and using roles

Hello...

I wanted to delete some users from the user list, but strangly enough i had to go to the DB to eliminate them from the table "users", because i coulnd´t find no other way to do this. Isn´t there a more "elegant" way to eliminate the user? (not de-activating the user)

I created a roll, in which i definie that no users are allowed to export information from the CRM. To my surprise i get in with a normal user account and in the module of oportunities i still see that this specific user CAN export te oportunities. Why does this happen? Even when i added this user to the roll where is defined that his NOT allowed to export information?

Can anybody help me to understand this ?
