Disabled tabs via Roles still showing up

What I'd like to do is to disable certain modules from being displayed from some users. For example, I don't want Sales Team users to have a Cases and Bug Tracker link on the menu. What I did was to create a role named "Sales", set access to "Disabled" on the drop-down, and then saved that role. Then, I assigned a user to that role.

The problem is, when I try to log in using that user, there is still a Cases and Bug Tracker link. I have already tried to use another browser for this and have cleared all cookies.

Any idea what could've been happening?

I can't duplicate this behavior.

If you view that user's properties, just below the Layout Options, does it list the module as disabled?
