Display news on Dashlet for all users

Hello !
I'm looking for a dashlet that could allow every users to share information.
It would be like a board where everyone could post news viewable by everybody.

I'd like to know if something near this already exists before I start to develop one.

the idea is : is there any function that we can share some quick idea on the JotPad?
The concept is similiar to Plurk and Twitter.
