Drop Down List association

Hi all,
I need to associate a predefined value to a custom field. Following the tutorial I'm able to create my custom drop down list but I can't associate it to a newer custom field. When I select the create field (in every module) the Field Type drop down is empty, so every time I can create only a VarChar field.
What I'm doing wrong?

Hi all,
I've installed a new instance and now the Custm Field creator work as expected.
Someone can point me to resolve the problem on the production environment?
