Email autoresponse duplicating and not parsing variables

I have just done a fresh install of 4.5.0g and everything is working fine except;

(1) I have setup an inbound email autoresponse which works, but sugar sends out 2 responses i.e. the template respose is sent twice.
(2) The email template variables are not parsed, e.g. $account_id does not get parsed and just appears in the email as "$account_id".

Please can anyone advise I have searched and searched but cannot find a solution!
