Email Issues, Cannot send and receive

Operating System: Windows 2000
Sugar Suite: 4.2.1
Webserver: Apache
PHP:
MySQL:
Installed using latest spikesource windows installer and when i use my proper pop3 and smtp email settings, i cannot establish a connection to send and receive from my mail server. What am I doing wrong?
