Email to multiple users goes to just the first person to check their email

SugarCRM: 4.5.1a (But has been happening forever)
PHP = 5.1.4
MySQL = 5.0.24a
Apache = 2.2.3
OS = Centos 4

When an email is sent from anywhere to a user in sugar and cc/bccd to another user in sugar only the first person to check their mail gets the message. This doesn't happen all the time. Not sure why. When you look in all emails unread you can see that there is only 1 email for collection when on the mail server itself you can see both pop3 mailboxes with the actual email. Sugar is grabbing hte email seeing it's the same one and treating it as 1 email not 2. This bug did get slightly better in 4.5.0e but 70% of ccd emails are still only arriving once in sugar mail.

When getting an inbound email that is addressed to several users via cc or bcc it only arrives to the first user that check's email.

Furthermore if SugarCRM has a scheduler that downloads email automatically then the first user's
address on that email will get it, the other users will not get the email.

Is this a recognized bug by SugarCRM ?

We are using SugarCRM open source version 4.5.1a; Centos4.4

Please we desperately need a fix or a work around for this problem
