Email Problems - encoding I think

This is what I get:

I've added some x's to two location to cover sensitive information. I get this message sometimes at random, but anytime I send an email from outlook. Also, it won't clear the emails that cause this error from the server.

I have seen another thread about encoding compatibility and everything is lined up for utf-8. Maybe a missed something.

Server Specs:

Sugar 4.5.1e Community
I've added and removed modules and stuff but I'm getting the same error on a another, clean installation.

PHP 5.2.3
MySQL 5.0.24a Community
Windows 2003
IIS 6

I could really use some help with this. Thanks in advance.
